I am pleased to present the 2008–2009 WorkCover Queensland Annual Report.
Despite the unfavourable economic climate, we continued to deliver on our promise to provide the best possible benefits to injured workers at the lowest possible cost to employers. I acknowledge the contributions of our Board, CEO, and, most of all, the hard work and dedication of our people, each of whom have contributed to our status as arguably the best workers’ compensation insurer in Australia.
I certify that this annual report meets the prescribed requirements of the Financial Administration and Audit Act 1977, the Financial Management Standard 1997, and the Annual Reporting Guidelines for Queensland Government Agencies.
I commend this report to you as a demonstration of our success and commitment to the future of the Queensland workers’ compensation scheme.

Welcome to WorkCover Queensland’s Annual Report for 2008–2009, our first online version. Like our business, our annual report is also evolving. WorkCover Queensland is committed to open communication with our stakeholders about our plans and our performance. This annual report is a comprehensive record of our financial and non-financial performance for
2008–2009. It explains who we are, what we do, and how we do it.
WorkCover Queensland is required to produce an annual report under the Workers’ Compensation and Rehabilitation Act 2003, but we aim to go further than this requirement by providing reliable information to meet the various needs of our stakeholders. Our stakeholders include all individuals and groups that are affected by, or have an interest in, our business. These include, but are not limited to:

- unions and industry associations
- medical and allied health providers
- lawyers

- government departments and agencies.
